Microsoft Speech Platform 11
The Microsoft Speech Platform 11 consists of a Software Development Kit (SDK), a Runtime, and Runtime Languages (language packs that enable speech recognition or text-to-speech for a specific language)
You need to install the Microsoft Speech Runtime before you are able to use Microsoft's TTS functionality.
The Microsoft Speech Platform 11 provides support for 26 languages for both speech recognition and speech synthesis (TTS or text-to-speech). You must download a Runtime Language for each language that want to use in TxtReaderXpress. A Runtime Language includes the language model, acoustic model, and other data necessary to provision a speech engine to perform speech synthesis or speech recognition in a particular language. There are separate Runtime Languages for speech recognition and speech synthesis.

Desktop Speech SAPI
Microsoft Windows Desktop Speech SAPI can convert a text string to an audio , also known as text-to-speech (TTS). Desktop Speech SAPI runtime is Pre-installed on Windows 7/8/8.1. For Windows 7/8 and above, users can enable high-quality voices with Microsoft Windows Professional Edition by download and install a language pack. Language packs are available for computers that are running Windows 7/8/8.1. The language packs can be installed from PC Settings.
